"TRANSPORTATION-PROVIDER":

Any person, company, organization, or entity which owns and/or operates and/or controls access to any aircraft being operated for commercial reasons, on the occasion of a specific flight of that aircraft. (This definition is relative to and correlated with a given specific instance of air transportation, each of which has a specific and unique "transportation-provider" or set of "transportation-providers", and includes the attribute of being the deciding and permitting entity, logically and legally, as to who can or cannot board the aircraft in that specific instance of flight.)
